ASSISTANT PROGRAM MANAGER-R&D - PROGRAM MANAGER-R&D - TACTICAL PRODUCTS

Who We Are:

The Tactical Product Department performs SIGINT programs involving RF/antenna design, system/hardware design and communications signal processing engineering. Applications include a variety of platforms including shipboard, submarine and airborne platforms.

Objectives of this Role:

• Serve the team as a technical project manager with experience leading a diversified engineering team on projects of moderate technical scope in the defense or related industries from program inception through hardware/software development, implementation, testing & support.
• Apply business development experience, including interacting with clients to promote system upgrades and expansion of projects, proposal preparation and development of long term programs.
• Report to the department director and assist with the development of strategic objectives and technical vision for program growth, expansion of business, client cultivation, and identification of needed facility enhancements and staffing needs.
• Maintain strong organizational and innovative skills and lead multi-disciplinary technical teams in the successful development, implementation and delivery of complex SIGINT and EW systems involving advanced RF/antenna hardware, system engineering and software development.

Daily and Monthly Responsibilities:

• Provide management and leadership of R&D projects in the areas of EW, ISR, SIGINT and RF/direction finding involving hardware and software development, system engineering, fabrication, test and support for a mix of U.S. Government and international clients.
• Provide support of business development efforts including interaction with clients to define requirements and develop SOWs, preparation of white papers and Request for Information (RFI) responses and development of proposals.
• Successfully manage the triple constraint for hardware/software development projects, including preparing/tracking budgets using earned value management, management of technical scope to meet program requirements and use of MS Project scheduling to manage milestones/deliverables.
• Occasional travel to U.S. or international locations to attend program reviews, technical interchange meetings, design reviews and client meetings.
• Plan, organize, lead, and coordinate the activities of project technical and administrative support staff.

Requirements:

• Requires an Bachelors with a 3.00 GPA in Electrical Engineering, Mechanical Engineering or related engineering degree
• Project Management Professional (PMP) Certification preferred
• 8+ years: Must have experience with the project management and leadership of engineering programs in defense related applications, including management of a diverse high performing engineering team and successfully managing projects within cost, schedule and technical objectives.
• Experience in the development, promotion and expansion of technical programs in the defense industry, including leading and preparing successful technical proposals, budgetaries, RFI responses and technical white papers for defense related technology
• Microsoft Project experience and familiarity with earned value management is required
• Experience managing projects using CMMI, ISO9001, AS9100 quality systems or an interest in learning these concepts
• Must have excellent verbal, written and interpersonal communication skills, organizational skills, multi-tasking skills, and the ability to communicate effectively with clients, executive management and project staff
• A valid/clear driver's license is required
